- Proxy Configuration Tool is part of the Microsoft Windows HTTP Services (WinHTTP). HyperText Transfer Protocol (HTTP) is part of the Transmission Control Protocol/Internet Protocol (TCP/IP) Suite, Application Layer, that provides an interface to query a remote host for data/information. proxycfg.exe allows the user to manually set which proxy servers to use for specific protocols. Proxy Configuration Tool does not alter the settings used by Internet Explorer.
